Sheffield Wednesday Deals with Major Issues, Declares Independent Regulator

'Our role is integral to football's future' - football oversight chief the new chairman

The Championship club's current difficulties constitute a "major concern" and the independent regulator is seeking powers to look into club affairs in similar circumstances, the newly appointed chairman David Kogan has declared.

During an extensive discussion, the chairman, who was appointed on Monday, expressed "sympathy" towards Wednesday's fanbase.

Kogan met with four fan organizations associated with the Championship side this week.

The Championship side have been experiencing difficulties in multiple areas in 2025, with the club failing to pay players on time on several different times, including in the autumn.

"Evidently Wednesday represents a serious issue for football authorities and a major challenge for the sport," the regulator explained.

"Wednesday stands as one of the great brands for football in England and this week we have met supporters' organizations.

"We're now looking to get powers... which will permit us to bring Sheffield Wednesday - and other clubs brought to our attention if they need to be investigated and addressed."

Financial Struggles and Ownership Situation

Wednesday's embattled owner the current owner suggested earlier this year he would be open to selling the club at the stadium, but he has failed to complete a sale with potential new owners.

Delayed salary payments on time in earlier this year led to sanctions by the English Football League (EFL) in summer, preventing the club from carrying out any transfers or loans for the following recruitment periods, although the ban was rescinded in August.

Regulator's Perspective

Kogan said: "The position was created for the fans of Sheffield Wednesday, other clubs in similar situations where supporters are loyal to a regional establishment that has been part of their lives in numerous instances.

"I completely understand the team's plight, as I do for every team that in modern times have encountered failure, or nearly ceased operations, for factors unrelated to the fans themselves."

Questioned about whether the oversight body could require an chairman to relinquish a club if they are judged inappropriate, the regulator answered: "When asking whether 'would we intervene in the final instance?', the reply is once we collect the information and understand the situation, we will."

But Kogan stressed that forcing owners to sell clubs would be treated as a "last resort" and the regulator would prefer to collaborate with owners.

"The last thing what we want to do is begin intervening in an individual club, an individual owner, without being in a position to cooperate with that chairman to fix the issues that the club's facing and the proprietor's dealing with," the regulator explained.

"In actuality, when you review the record of the sport, over the past few decades there have been particular chairmen, not many, but some who have been irresponsible in the way which they've been managing their teams and eventually don't wish to take responsibility for the coming years."

'Mistakes could erase significant advances'

The chairman convened with officials from numerous teams to detail the scope of the oversight body this week and insisted it was a "progressive gathering" with a "high level of engagement" from the lower divisions to the top flight.

"This position carries substantial significance, because should mistakes occur, if the football community fails, the significant advances achieved might evaporate rapidly," the regulator warned.

"This represents everyone's worst fear in the terms of English football is a huge success story - we've got to keep it going.

"Considerable investment entering the sport and has been channeled for the past two decades, because there's no guarantee it will continue to come into football, which is one of the reasons why I think we have to maintain a focused outlook on challenges and obviously, of the next two or three years."

Elite Division Worries

Elite division representatives objected to the creation of a regulator because of fears of a negative impact on the elite division's competitive balance, but Kogan said: "I fully support the achievement and development as an economic entity of the elite league.

"I of all people understand the worry about compromising the division as a high-quality offering of the nation. But concurrently, if you consult with top flight officials after this week's discussion, they would have had a high level of reassurance -and, in fact, they have been informing us confidentially they have a high level of reassurance."

Political Connections

The chairman continues to confront a "full inquiry" by the Commissioner for Public Appointments after he disclosed making donations to the opposition group in 2020.

The chairman contributed funds to government minister Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I have been entirely transparent regarding my past party membership [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," the regulator explained.

"I currently have no participation in any type of partisan engagement."
